call the airline or go down there and ask if its not just return the item and get your money back
contact the airline office and ask them.
Wow! I just looked one up, and they cost $295!
I have seen dog owners carry them on with one that looks like the Juicy.
You would do best to call your airline, as they do have different requirements.
I'm sure it couldn't go as baggage in that carrier, but I have seen them used as carry-ons.

Do you intend to have the dog under your seat or in cargo?
The requirement on carriers are completely different for the two methods of travel.
Do you have all the paperwork it will take to carry the dog overseas? You will want to double check with the airline you choose to be sure they are aware you have a pet, sometime there is a limit on the number of pets that can fly (per aircraft) as checked baggage or cargo.
If you know which airline you will be flying with, actually take the carrier there, or a picture of it and its description. They will need to know the exact size (length, height, and width)
Ask for a supervisor because, bless their hearts, most of the ones at the counter do not have a clue, and could care less. So dont take their word as fact.
Continental airlines are very good.
